How to set up sales tax goes by customer’s location. It seems like VAT follow product sales rate setting. In Canada sales tax is different from provinces. If Customer has retail stores in different province, sales tax should be different when ship to different stores. Please help.

Go to Dictionary setup - VAT Rates or Sales Tax Rates , add as many tax rates you want. However you have to select these taxes manually.
