I just tested with version 10 on new server , it still has same error. on my old server which has version 9.01 have same problem but i had a test with version 3.xx which works. I am going through php files and will update if can find bug.

I also faced the same issue.
But it worked when I used phpmyadmin. Create a database backup file in .bz2 format. Go to http://localhost/phpmyadmin. Sign in using the database username and password.
then import the previous file (.bz2 zip file).

i think its to do with permission, i transferred to another server it works. so dont think there is a bug
