I can not upload files with Arabic name. I am using 3.9 on windows 2012 server R2 and Windows 10 and apache servers and Utf8. attached you will find the MySQL character settings. Any help is welcomed. thanks in advanced

I am trying to upload a file (as attached) with Arabic name, my Dol does not upload any file with names not in English. so it only upload English file name. I tried all recommendations in this community even reinstall and on different PCs and server without any results. attached you will find my system settings.
