In theory yes, but I suggest you play around with the demo on the dolibarr website first to see if it suits your needs. Everything can be switched on or off once you are set up.
There are plenty of language translations depending on which country you are from, but you can easily translate/re-word yourself.
(The serial tracking I am not sure about, there is a feature for it but I don’t personally need/use it)
