ok I can confirm i need to run bash script before it will work. so my fix will be to run it on boot and just put an empty odt file in and convert to pdf and delete again. silly i know but for raspberry pi that maybe the only fix

Check the user that the script is running under (the apache user). It may be that that user has no rights to launch soffice so the conversion fails.

I had to delete the exec() from disable\_functions in php.ini then it worked.
