New install on Centos 7 with all updates. When I go to configure user or group permissions all I get is a blank page.

it looks like a PHP error, are you sure to have all dependencies met ?
to have more information,
you can activate the error in php.ini. and activate the log in home/setup/module then open this page, then check the log in /dolibarr/documents/dolibarr.log
