How do we cater for tax exempt products

I can’t see anyway to achieve this without modifying some code. The best you can do is indicate 0% but I agree that is not the same as tax exempt.

I would add a field to product or to product selling price to indicate if tax exempt and then customize the PDF accordingly. May also be a hook for the line in recent PDF models to use ?
