A Policy and Procedure Management Software

Policy and procedure management software is a application that facilitates the organization, editing, and circulation of internal policy and procedure documents. In addition, for certain industries this software has the secondary purpose of adding security and permission options for more sensitive, confidential documents. Our Organization is looking for such a solution to get rid of the old clunky file storage system, preferably a policy and procedure management system that is built on SharePoint. The solution should be a centralized storage, where employees should be able to access the information they need as they need. We are currently emailing or providing physical copies of these documents. A solution with improved policy communication features so that our users doesn’t miss anything.Better document control so that admins can control who views what and when. Compliance Management and version control settings are some of the great features that a policy and procedure management system can have, and obviously security and reliability.
If any of you have any great suggestions it would be a great thing.
Thanks in advance!

Some of those function can be implemented by a wiki.
TikiWiki has a way to get ISO 9001 conformity in regards to release management of content. Users are part of groups which have assigned permissions (like in dolibarr), but you can also give permission on object level.
Notification via email for changed pages are available.
Pages can be organized using structures.
PDF export, also for structures, is possible.

Whatever system you select: The hardest thing could be to get people on board.
