Can't add Recipients to Mailings - No new Email to add to recipient's list

Since upgrading to 16.0.2, I am unable to add recipients to a mailing. I get a yellow message popup stating “No new Email to add to recipient’s list.” The initial issue was with about 1500 contacts adding them based on a tag. To eliminate an issue with contacts without emails, I tried adding just one contact that had an email; same message.

I testing this on the shared demo.dolibarr.org and get the same message.

Several users have the same issue, some of them are trying to investigate, but no FIX or workaround so far.
