Charset error with dolibarr v23.0.0 docker image

Hi all,

I installed version 23 (23.0.2) fresh from scratch.
Going through the base setup I see a similar character coding hick up:

I tried the above listed fix, that did not help me.
I also came across this posting:

My understanding of this phenomenon: At some point in time this wrong encoded entries found their way into the setup database? If so, is it known, when this will be taken care of?

I am very amazed by dollibar. I ve been using it for almost two years by now. And yes, that version I started with did not have that char encoding hick up.
