Is it possible to shift the position of the Custom Attributes in Proposals, Invoices, etc to appear AFTER the Product table?
I would like to include the ‘Terms and Conditions’, and some other ‘Notes’ fields to come after the products, price, and not have a block of text at the top.

You can achieve this by developing a custom PDF template. Simply create a custom module, copy the existing template, and modify it to suit your needs. Once saved, select your new template when generating the PDF.
