Drop down list in Proposal > Contact show all the third parties. Permissions problem?

Hello, we have Dolibarr v.14.0.3
going on Proposal > Contact tab, we see all the Third parties into the drop down list, and also all the Contacts… even if the user logged doesn’t have the permissions to see all third parties.
The user have this permissions (please see screenshot)

The problem occurs with both internal and external users.

It’s a Permissions problem / or bug?
How to solve?

In the meantime we developed a custom module.

Hi

I think this should be a issue .
It should show the contact of the thirdparty not all thirdparies .
Even more is could add contact of same parent company .
I will report this on github .
