Expense report item list/template

For the Expense report, can we create an expense item list similar to product list for invoice? So we can choose the items from a pre-set list instead of putting item one by one?

Because we have Electricity fee, Water fee every quarter but the price are not the same which we want to choose from a drop down list instead of clone and modify. So the account number can be input automatically when we choose expense type (which I have created in dictionary already).
