R&D repeated tasks and agenda scheduling

I am attempting to create a schedule of repeating tasks for a HR initiative, and ultimately R&D monitoring purposes, and in addition would like for the tasks to be automatically scheduled as future agenda items for the associated user.

For example, we are undertaking an employee well-being initiative, which involves making small changes to workloads and environment on an incremental basis, and we would like to receive feedback from employees when they arrive in the morning and leave the office in the evening, for the duration of the two week assessment period.

It is easy to accomplish something like this with MS Exchange and Outlook, because I would create to-do entries with reminders at 9:30 and 16:00. However, as some of our employees don’t routinely use Outlook, but everyone works with the ERP or CMS, I want to use the common denominator software.

Also, this is workload for the HR department, and so I want to account fully for their time.

So the planned HR project structure is:

So I have two questions, the first already having been sought in thread 18295, and the second being:
Can a group of tasks for a particular project be “repeated” without manually creating new instances for every repetition?
