I am trying to set up the provinces list in the SETUP–> Dictionaries --> Regions menu.
There are no regions that are currently displayed. when I’m trying to add a region I’m getting the error: “Record already exists”
What is the matter? How can I set up the regions or display them?

In dictonaries first (or second?) id field is an index in database. Probably you try input small numbers, but ids in db up to 15000 already used by other regions. And you got error, same as in state menu.
Try to use bigger ids or see unused directly in db.
P.S. In version 11 of dolibarr same problems.
Thank you for this. It worked perfect when I used a big number (6 digits) to created a region as below
