Why is agenda saying "late" when the end date is at the end of the year?

I added a “todo”-entry in Agenda, with end date at end of year. Right now it says “late” on it. Why?

Maybe because status is 0%.

I tested changing to 1% and 99%, but it still says late.

I think I found why.

In setup->alerts it says “Planned events (agenda events) not completed 7 days”. The alert showed up 7 days after my Agenda’s start date. It’s simply a bug, the check should ofcourse be against the end date, not the start date.
