i took a look at the code in v10 or v9 and did not find any button as you say.

It’s a start of development to be able to sign a document online.
Idea is to process like we do with the online payment.
We offer an url with the document as a parameter that show the document and an area to sign (managed by the javascript api jSignature already embedded into Dolibarr. This will save the image provided by jSignature to server, images will be stored as an attachment of document (anme of doc with a suffix) and image will be included into PDF.
But development is still waiting developers to complete it…

Do we have this feature in 14.0.0…? if not, any plans in near future…?

The online signature feature for proposal is available with 15.0 and + (not v14)
