It seems that you have a problem on the permission on your file and folders of your installation. Check that ww-data can read and write in the documents folder

I think that error 503 indicates a server overload or a scheduled maintenance. In your case as it happens all the time I would go for the overload, are you sure that your server is suitable for dolibarr ?
We had an issue with hostgator recently also. Try this Moved invoice to draft and now get 503 error - #80 by lkeet
